I don't have any firm knowledge but I would guess it would make a good tool for placing stiff rubber bands around the end or a bundle. Like the band around a bunch of broccoli. The band would be slipped on the front end past the 4 balls half way up the shaft. The tool would then be pressed down against the end of the bundle, thus opening the band and snapping it around the end.
